Housing Program Coordinator with Case Management Focus

POSITION SUMMARY
This full-time (40 hours/week) position supports the programmatic efforts of the Sanctuary Working Group (SWG) to accompany newly arrived migrants (including asylum seekers) as they adjust to life in the United States. Must be local to Chicago, IL. Responsibilities include case management and housing support for participants approved by the SWG members, Coordinating Team and Staff; program development in support of program participant households; development, implementation, and oversight of program protocols and practices for the SWG; maintaining accurate and up-to-date information systems on program participants. This person works closely with SWG staff and the Coordinating Team of the Sanctuary Working Group.
ACCOUNTABILITY
The Housing Program Coordinator reports to the Pastor of Wellington UCC and the SWG Coordinating Team. This position description provides the framework for accountability and evaluation.
RESPONSIBILITIES
Case Management (60% of time)
- Develop transition plans with current SWG participants/families.
- Maintain notes on each participant’s progress.
- Handle all rental management payments in coordination with participants, landlords and SWG administration.
- Support SWG members with coordinating a move-in date, utility hook-up, and furniture/supplies set-up for their participants.
- Support existing participants in resolving issues with landlords, surrounding utilities, repairs, etc.
- Support the development and implementation of program-related protocols for both full program participants and those receiving emergency support.
Housing Support (40% of time)
PRIMARY
- Manage existing relationships with property owners and landlords to obtain safe and secure affordable housing.
- Collaborate with community organizations, government agencies, property owners, and individual hosts to identify appropriate housing for participants (current and network).
- Ensure that participants understand their rights and responsibilities as tenants.
- Ensure housing meets federal and local housing standards through on-site evaluation of each unit.
- Investigate and resolve participant and landlord issues if they arise and in case of emergency.
- Collaborate with SWG staff, members, and other advocacy groups for additional support in addressing landlord conflicts, Know Your Rights issues, and proposed changes in Chicago’s housing system.

- Assess participants’ eligibility with the SWG member to determine their housing needs.
- Assist participants with the search for available housing and negotiates leases/terms between landlords and tenants.
- Collaborate with the SWG Administrative Coordinator to document information concerning participants’ cases.
EXPECTATIONS
- Understand and adhere to SWG rules and restrictions.
- Attend all SWG meetings that staff are invited to attend.
- Maintain strict participant and program confidentiality.
- Attend appropriate training and workshops.
- Ensure consistent compliance with and ongoing evaluation of said protocols
- Develop case plans for SWG participant according to their individual needs
REQUIRED QUALIFICATIONS
- Must live in Chicago, IL and be familiar with neighborhoods
- At least two years of experience working with migrant populations, and familiarity with resources for this population.
- Written and verbal fluency required in English and Spanish.
- Access to a car, with a driver’s license and car insurance in good standing
PREFERRED EXPERIENCE
- Bachelor’s degree
- Education with a Social Work focus
- Previous work (paid or volunteer) in a nonprofit setting
- Cross-cultural experience
- Familiarity with trauma-informed practices
COMPETENCIES
● Outstanding communication (written and verbal) and interpersonal skills
● Solid administrative and organizational skills including attention to detail
● Proficiency using word processing, e-mail, social media
● Digital communication skills – MS Office Suite, Google Drive/G Suite, Zoom, telephone, text, Google Translate
● Able to multitask, and work under pressure
● Able to work independently, with minimal supervision, as well as part of a team
● Able to maintain appropriate confidentialities.
WORKING CONDITIONS
This is a full-time position with the expectation of 40 hours per week average. The normal working hours are flexible but demanding. Evening and weekend work may be needed. It is understood that work hours may be expanded as needed with less than 40 hours a week of work during slower periods. No overtime pay is included in this position.
Compensation: $60,000 in salary before taxes with three weeks paid time off (combined vacation & sick days) and 8 paid holidays.
NOTE: This is a one year, grant-funded contract position (1099 employee, not a W2 employee).
